GOLDSBORO, N.C. — The Goldsboro City Council is set to address several significant issues during a special meeting and regular meeting scheduled for Monday, June 1, including the adoption of the city’s Fiscal Year 2026-27 budget, utility rates, downtown development planning, and stormwater management initiatives.
The council’s special meeting will begin at 3 p.m. in Council Chambers and will focus on several key discussion items before the evening’s regular session.
Among the topics scheduled for discussion are the city’s employee cell phone policy and data usage, Community Development Block Grant-Coronavirus (CDBG-CV) funding, and a presentation on the proposed Downtown Master Plan. Council members will also consider adoption of the FY2026-27 Utility Rate Ordinance and the FY2026-27 Annual Budget Ordinance.
The regular meeting will follow at 5:30 p.m.
The evening agenda includes several recognitions and presentations, including a proclamation recognizing Caribbean American Heritage Month and a proclamation celebrating the 70th anniversary of the Goldsboro-Wayne Alumni Chapter of Fayetteville State University.
A public hearing is also scheduled regarding a special use permit request for a Place of Entertainment with Alcoholic Beverage Control (ABC) permits at 143 North Center Street.
Under the consent agenda, council members will consider a budget amendment for the current fiscal year, approval of a duty weapon purchase for a medically retired police officer, acceptance of an initial bid and authorization for upset bids on property located at 204 North Virginia Street, and amendments to the Powell Bill Street Maintenance Program Fund.
Two major items return under old business: adoption of the FY2026-27 Utility Rate Ordinance and the FY2026-27 Annual Budget Ordinance. Both measures are expected to be among the most closely watched decisions of the evening as they will establish the city’s financial plan and utility rates for the coming fiscal year.
Under new business, the council will discuss establishing a City of Goldsboro Stormwater Management Plan and creating Article 6.7 of the Unified Development Ordinance to address erosion and sediment control requirements.
The meetings are open to the public and will provide residents an opportunity to hear discussions on issues that could impact city services, development, infrastructure, and future growth.
Both meetings will be held in Council Chambers at City Hall.
