WCSO Makes Arrests in Shooting

On Saturday, Nov. 18, deputies with the Wayne County Sheriff’s Office, responded to 101
Spring Dr, Dudley, in reference to a shooting.

Upon arrival, deputies located two individuals at the scene with apparent gunshot wounds. During the investigation, deputies were notified by UNC Health Wayne of a third subject who was shot.

The Wayne County Sheriff’s Office Investigations Division responded to the scene. After a thorough investigation, the following individuals were charged on Dec. 11: 

Ralph Clayton Carter, 48, Dudley, one count of attempted first-degree murder, one felony conspiracy to commit first-degree murder, one count of possession of a firearm by a felon and one count of possession of methamphetamine. Carter’s bond was set at $176,000 secured. 

Samantha Jean Haverty, 36, Dudley, one felony count of conspiracy to commit first-degree murder, one felony count of obstruction of justice, and one count of possession of methamphetamine. Haverty’s bond was set at $170,000 secured. 

Justin Brian Flowers, 36, La Grange, one charge of attempted first-degree murder, one count of felony conspiracy to commit first-degree murder. Flowers is being held without bond. 

There are active warrants on the following subjects related to this investigation:
Joshua Taylor Waters, 32, a white male, is wanted for attempted first-degree murder, felony conspiracy to commit murder, and possession of a firearm by a felon. 

Elizabeth Ashley Carter, 40, a white female, is wanted for felony obstruction of justice. If you know of the whereabouts of Waters or Carter, please notify Goldsboro/Wayne Crime Stoppers
