Billie Kaye Ousley, 67, was called to her heavenly home on Friday, November 25, 2022, surrounded by her family. Billie was born on September 2, 1955, to the late Kenneth E. Waters, Sr., and Norma Odom Waters.

Having been an employee of AP Emissions Technologies, Billie also delivered a newspaper route to customers of the Goldsboro News-Argus for many years.

Always enjoying God’s handiwork through the sights and sounds of creation, Billie especially loved trips to the mountains. Whether trees were freshly green, in full Fall color, or bare from the harshness of winter, she could see the beauty in it all. Birds and wild animals were a great fascination for her, and none were more fascinating than wolves. Her love for all of God’s creatures was most exemplified in the care of her dog and special friend, Buddy.

When Billie had the opportunity, she enjoyed making old furniture into a new treasure. When all was quiet and she had a few minutes alone, nothing was more satisfying than completing a word search.

Each year, Billie waited eagerly for the sight of Christmas lights, fresh greenery, and tinsel. Christmas was always a favorite time of the year for her as it invoked feelings of family, home, and of seasons past.

The family will receive friends on Thursday, December 1, 2022, from 5:00 – 6:00 p.m. at Seymour Funeral Home followed by a service to celebrate Billie’s life at 6:00 p.m. in the chapel with Rev. Bill Rose officiating.

Billie is survived by her sons, Jason David Gerhardt and wife, Brooke, Joshua Scott Matthews, and Michael McLean Ousley, Jr.; grandson, Bronson Gerhardt; brother, Kenneth E. Waters, Jr. and sisters, Kenetha W. Bailey and husband, Johnny and Karen Jean Waters.
