The center of Tropical Storm Elsa was stationed directly over Central North Carolina at 2 PM Thursday.  The storm system is expected to make a quick exit from the state by Thursday night following a day of rain and windy conditions that lashed the local area.  A Tornado Warning was briefly issued for Wayne County in the 11 AM hour.  Wayne County remains under a Flash Flood Watch until 6 PM as well as a Tornado Watch until 3 PM.
