WCPS Announces Administrative Changes

Goldsboro, N.C. – This week, the Wayne County Board of Education approved the following administrative changes at its regular meeting:

Wayne County Public Schools (WCPS) Interim Assistant Superintendent for Curriculum & Instruction, Lisa Tart, was named Assistant Superintendent for Curriculum & Instruction. She is replacing Dr. Carol Artis, who resigned and retired earlier this fall.

“Mrs. Tart is a proven leader who has garnered the respect of her peers and colleagues,” states Dr. Marc Whichard, WCPS superintendent. “She brings with her an impressive knowledge, passion and background in the area curriculum and instruction.”

Mrs. Tart is a veteran educator and administrator – with over 30 years of education experience in the classroom, the principal’s office, and at Central Services. Mrs. Tart holds certification in middle grades social studies and language arts. She is also a certified Curriculum Instructional Specialist and School Administrator. It is worth noting that Mrs. Tart is a former WCPS Principal of the Year, Southeastern Regional Principal of the Year, and a National Association of Elementary School Principals National Distinguished Principal.

Spring Creek High principal, Jagtar Singh, was named WCPS Director of Middle Grades Instruction.

“Mr. Singh is a seasoned educator and proven administrator,” adds Dr. Marc Whichard. “He brings with him demonstrated experience in strengthening school culture and academics across the classrooms.”

Mr. Singh began his education career as a science teacher in India in 1996. In 2004, he transitioned to North Carolina public education where he has served as a teacher, school administrator, successful turnaround principal, and a district administrator. Mr. Singh joined WCPS in 2023 as principal of Spring Creek High. Mr. Singh holds a bachelor’s degree in biology and chemistry, a master’s degree in zoology, a master’s degree in English literature, and a master’s degree in school administration.

“Wayne County Public Schools is a district on the move and these administrative changes strategically align with our continued efforts to advance academic achievement in our schools,” states Dr. Marc Whichard, WCPS superintendent. “Mrs. Tart’s and Mr. Signh’s collective experience, along with that of the other Curriculum and Instruction team members, will greatly benefit the critical work happening with school administrators and staff around teaching and learning.”

Dr. Whichard met with and informed the Spring Creek High staff about the administrative change this week. The official start date for Mr. Singh has not yet been determined. Mrs. Tart’s new role was made effective immediately.
