Seven Arrested in Wayne County Multi-Agency Operation Targeting High-Risk Probationers

WAYNE COUNTY, NCSeven individuals were arrested during a joint operation conducted by the Wayne County Sheriff’s Office Violence Prevention and Response Team (ViPR) and the North Carolina Division of Community Supervision on August 13, 2025.

The operation focused on high-risk probationers throughout Wayne County and involved multiple searches conducted by the collaborative law enforcement effort. The ViPR team provided assistance to the Division of Community Supervision during the county-wide operation.

Arrests and Charges

The following individuals were taken into custody during the operation:

Richard Allen Queeney, 36, was charged with possession of methamphetamine and possession of drug paraphernalia.

Newton David Baker, 39, faces charges of possession of methamphetamine and possession of drug paraphernalia.

Jacob Ray Williams, 26, was arrested on charges of possession of a firearm by a felon.

Heather Leanne Sugg, 35, was charged with possession of a Schedule I controlled substance, possession of drug paraphernalia, and felony probation violation.

Lillian Nicole Anthony, 29, faces charges of possession of a Schedule I controlled substance and possession of drug paraphernalia.

Fred Thomas Russell, 62, was arrested for possession of a firearm by a felon and resisting a public officer.

Anthony Wayne Morton, 60, was charged with possession of a firearm by a felon.
