Separate sealed BIDS for the construction of 2026 STREET PATCHING AND RESURFACING PROJECT will be
received by the Village of Walnut Creek at the office of Cox-Edwards Company, Inc., 1205 Parkway Drive,
Goldsboro, NC 27534 until 2:00 PM, Tuesday, July 14, 2026 and then at said office publically opened and
read aloud. Bids will be accepted by e-mail also prior to the bid opening date and time mentioned above.
Work shall include approximately 10,030 SY of 2” thick Superpave Type S-9.5B Surface Course, 300 SY of
full-width 4” thick B-25 pavement patching, 800 SY of various length and width 4” thick B-25 pavement
patching, 2 driveway replacements to right-of- way, and 13 manhole ring and cover adjustments.
The CONTRACT DOCUMENTS may be examined at the following location:

Copies of the CONTRACT DOCUMENTS may be obtained at the office of Cox-Edwards Company, Inc. located at 1205 Parkway Drive, Goldsboro, NC 27534 by e-mail or hard copy.
The OWNER reserves the right to reject any and all BIDS.
BIDDER shall be properly licensed under Chapter 87, General Statutes of North Carolina.
Small, minority, women’s, and disadvantaged businesses and labor surplus area firms are encouraged
to submit BIDS.
The Village of Walnut Creek adopted a resolution at its February 23, 2005 Village Council meeting to
establish a 10% goal of project participation by Disadvantaged Business Enterprises (DBEs).
BIDDERS shall, within the time frames specified in the BID documents, submit all requiredaffidavits and documentation demonstrating that the BIDDER made the required good faith effort in compliance with G .S. 143-128.2. Failure to file all required affidavits and documentation within the required time frames is grounds for rejection of the BID.
Prospective BIDDERS who have been found guilty of discrimination within the last two (2) yearsare debarred from bidding.
The OWNER will require a drug-free workplace consistent with this project’s specifications.
