December 6, 2025, 90, Goldsboro — Barbara Smeltzer Dobbins passed away peacefully at home, surrounded by the love of her family. Born on January 6, 1935, in Millinocket, Maine, she was the daughter to the late George Leslie and Glena Garland.

Barbara was survived by her three children, Janice Hale, Ray David Smeltzer, Jr. and wife, Frankie, Cindy Lynch and husband, Daryl; brother, James Garland and wife, Keri; grandchildren, Philip Stone and wife, Jennifer, Joshua Hale and wife, Amanda, Glena Lewis and husband, Spencer, David Smeltzer and wife, Ashley, Diana Pate and husband, Branham, Amber Currin, and Derek Whitaker; great-grandchildren, Daniel, Magen, Myra, Julia, James, Bella, Emma Kentch and husband, Garrett, Spence, Micah and Abigail Rose, Jade, Peyton Falls and husband, Jacob, and Tyson; great-great grandson, Colt; and many special nieces and nephews.

In addition to her parents, Barbara was preceded in death by her first husband, Ray David Smeltzer, Sr., second husband, Robert Dobbins; brothers, George, Charles and Richard Garland; sister, Janice Whitcomb; and granddaughter, Stephanie Whitaker.

A woman whose life was defined by faith, devotion, and quiet strength, Barbara lived each day with a steadfast love for Jesus and her church. Some of her greatest joys were found in hearing her son, Ray, preach the gospel. She faithfully took her place in the choir, and her deep, rich voice was unmistakable—often carrying the low parts with a confidence and beauty uniquely her own.

Barbara shared her gifts through her hands as well. She loved crocheting and spent countless hours making baby blankets for her grandchildren and great-grandchildren. Her afghans—each stitch filled with her warmth and care—can be found in homes all throughout her family, cherished reminders of her love and presence.

Family was the center of Barbara’s world. After losing the love of her life, Ray David Smeltzer, Sr., she devoted herself to raising their three children with unwavering commitment. She poured everything she had into them, and she lived with enormous pride in the adults they became—her daughter Janice, who spent many years caring for others as a nurse; her daughter Cindy, whose tender heart led her to work with animals; and her son Ray, whose calling to preach brought immeasurable joy and fulfillment as a mother.

Barbara also delighted in the simple, meaningful moments of daily life. She looked forward to her breakfast every morning, lovingly made by her son-in-love, Daryl. She also treasured her visits from her daughter-in-love, Frankie, whose presence brought warmth and comfort. The way Daryl and Frankie showed their love for their mother-in-law—always, but especially in her last years—was one of the greatest blessings to Barbara and to the entire family.

She was known for her talents in the kitchen. Barbara made the best chocolate donuts around—long before anyone needed a recipe, she had perfected them. And her Christmas fudge was a true family staple. We will all do our best to keep the tradition alive, but we know there will never be another batch made quite like hers.

Barbara had a tender love for her dogs, who brought her joy, comfort, and companionship through every season of life. And while she loved each of these things dearly—her faith, her family, her crafts, her cooking—those who knew her best might say she loved the Carolina Tar Heels almost as much.

Barbara’s life was a testament to faithfulness, resilience, and deep love. She leaves behind a family who adored her and a legacy stitched into every blanket, every memory, every hymn, and every tradition she touched.

She will be missed beyond measure, but we rejoice in knowing she is finally home—welcomed by so many who went before her and hearing the words we all long to hear: “Well done, thy good and faithful servant.”

A service to celebrate Barbara’s life will be held at 11:00 a.m. on Tuesday, December 9, 2025 in the chapel of Seymour Funeral Home. Interment will follow at Evergreen Memorial Cemetery. The family will receive friends from 10:00 – 11:00 a.m. prior to the service at the funeral home.

The family would like to express their heartfelt gratitude to Gentiva Hospice, especially Chassidy, Summer, Melissa and Felicia for their exceptional love and compassion. They would also like to thank Amy Daniels for the care, kindness, and comfort she provided during Barbara’s time in assisted living and in her final days. Their devotion and support were true blessings.
