Patricia “Patsy” Ann Waters, 78, was called home to Heaven on August 25, 2025. Born in Lenoir County on November 8, 1946, she was daughter to the late William E. Tilley and Betty Mae Laun Tilley.
Patsy found her greatest joy in spending time with her family, always cherishing the moments they shared together. She loved cooking and tending to her garden, where she nurtured both plants and people with equal care. Patsy delighted in the companionship of her faithful dog, Shadow, who was never far from her side. With a creative spirit and a patient hand, she enjoyed cross-stitching and quilting, blessing her loved ones with handmade treasures that will be cherished for generations. Known affectionately as the “neighborhood grandmother,” Patsy extended her love and kindness beyond her own family, offering warmth, guidance, and comfort to all who were fortunate enough to know her.
Patsy was a devoted member of The First Pentecostal Holiness Church in Goldsboro, where she faithfully served in many capacities. She was actively involved with the young girls’ club (GEMS) and had the honor of starting the church’s very first Children’s Church, a ministry that touched countless young lives. Patsy also looked forward each year to helping with the church’s Judgement Day outreach, where she poured her heart into sharing her faith. Her dedication and love for her church family will be remembered for years to come.
Patsy is survived by her husband of 58 years, Dallas E. Waters; her daughters, Emily DeAnna Sullivan and husband, Timothy, Allison Waters Russell and husband, Beau; her grandchildren, Ryan Brown, Jason D. Brown, Cole Russell and Caitlyn Russell; and her sisters, Sandra Kea, Gayle Bell and husband, Bobby, and Wanda Howard and husband, James.
In addition to her parents, she was preceded in death by her brother-in-law, Al Kea and most recently by her beloved canine companion, Shadow.
The family will receive friends for a time of visitation on Sunday, September 7, 2025 from 2:00 p.m. until 3:00 p.m. at The First Church. A service to honor Patsy’s life will be held at 3:00 p.m. in the sanctuary with Pastor Bill Rose officiating. The family is also receiving friends at the home.
In lieu of flowers, memorial donations can be made in Patsy’s honor to, The First Pentecostal Holiness Church, 1100 The First Church Road, Goldsboro, NC 27534, to the children’s department.
Services have been entrusted to Seymour Funeral Home and Cremation Service.
