ROCKY MOUNT, N.C. — The North Carolina Division of Motor Vehicles is embarking on a comprehensive modernization effort to replace its aging computer systems, announcing a formal request for proposals that could transform how the state delivers motor vehicle services to millions of residents.
The NCDMV issued Request for Proposals No. 54-12188921-CM seeking contractors to overhaul legacy mainframe technology that has served as the backbone of the state’s motor vehicle operations for years. The initiative represents a significant step toward modernizing infrastructure that handles everything from driver’s license renewals to vehicle registrations across the state.
“This modernization effort aims to improve service delivery by replacing outdated technology with a scalable, secure and efficient platform,” according to the RFP announcement. The new system is expected to enhance the customer experience while providing state employees with more reliable and user-friendly tools.
The procurement process is being conducted through North Carolina’s electronic Vendor Portal (eVP), where interested companies can access detailed specifications and submission requirements. The state has established a structured timeline for the bidding process, with vendors encouraged to submit technical questions and clarifications by 2 p.m. on August 29.
Proposal submissions will be accepted through the eVP until the official bid opening scheduled for 2 p.m. on October 17. The extended timeline allows potential contractors to thoroughly review the scope of work and prepare comprehensive proposals for what is likely to be a multi-million dollar technology contract.
The modernization effort comes as state agencies nationwide grapple with aging technology infrastructure that can create bottlenecks and service disruptions. By transitioning from mainframe systems to modern platforms, the NCDMV aims to improve system reliability, enhance security protocols, and provide a foundation for future technological advances.
Complete details about the project scope, technical requirements, and submission guidelines are available on the state’s electronic Vendor Portal. The initiative represents one of the most significant technology investments by the NCDMV in recent years as the agency works to meet the evolving needs of North Carolina’s growing population.
