North Carolina Seeks Public Input on Community Services Block Grant State Plan

RALEIGH, N.C. — The North Carolina Department of Health and Human Services (NCDHHS) is inviting public comment on the proposed revision of the 2025-2027 North Carolina Community Services Block Grant (CSBG) State Plan, which will guide the state’s administration of the federal poverty reduction program over the next two years.

Critical Funding Source for Anti-Poverty Programs

The Community Services Block Grant serves as the primary federal funding mechanism for Community Action Agencies throughout North Carolina. These agencies deliver comprehensive services and programs designed to reduce poverty in communities across the state.

CSBG funding supports a wide array of initiatives targeting low-income individuals and families, including:

  • Employment assistance programs
  • Educational opportunities
  • Financial literacy and income management services
  • Housing support
  • Nutrition programs
  • Emergency services
  • Health-related services

State Plan Requirements and Timeline

The CSBG State Plan is a federal requirement that North Carolina must fulfill to receive block grant funding. The comprehensive document outlines major program provisions, identifies eligible entities, describes training and technical assistance offerings, and details program benefits.

NCDHHS will submit the finalized plan to the U.S. Department of Health and Human Services Office of Community Services. The draft plan covers Federal Fiscal Years 2025-2027 and must be submitted by September 1, 2025.

Public Review and Comment Process

The draft plan is available for public review through August 29, 2025, on the Office of Economic Opportunity’s webpage. The NCDHHS Office of Economic Opportunity (OEO) will conduct a public hearing to gather community feedback about the CSBG Plan.
