Speak Up: NC Residents Can Help Shape Low-Income Energy Assistance Plan

RALEIGH, N.C. — On Tuesday, The North Carolina Department of Health and Human Services (NCDHHS) is inviting public input on its proposed plan for administering the  Low Income Home Energy Assistance Program Block (LIHEAP) Grant Plan, for the 2025–2026 federal fiscal year.

LIHEAP is a federally funded program that helps low-income households with their energy needs, offering heating assistance, crisis support, and weatherization services. States are given flexibility in how they structure and operate their LIHEAP programs, within federal guidelines.

This year, the U.S. Administration for Children and Families has permitted states to “clone” last year’s plan and make necessary updates. North Carolina has taken that option and is now opening the updated plan for public review and feedback.

From June 23–27, 2025, the draft LIHEAP Block Grant Plan will be available for public review at the following locations:

Public Hearing Webinar

A public hearing webinar will be held on Monday, June 30, 2025, at 10:30 a.m. to review the proposed plan and address questions, comments, and concerns from the public.

How to Submit Comments

Members of the public may submit written comments until 5:00 p.m. on Monday, June 30, 2025. Comments can be sent via email to:
