Rep. Don Davis Introduces Bill to Modernize Seymour Johnson AFB and Strengthen National Defense

GOLDSBORO, N.C. — In a move aimed at reinforcing national defense and securing the future of Seymour Johnson Air Force Base, Congressman Don Davis (NC-01) unveiled new legislation Wednesday to upgrade the base’s aging aircraft and affirm its strategic military role.

The Frontline Fighter Force First Act (H.R. 4027), introduced by Davis and co-sponsored by Congressman Chuck Edwards (NC-11), calls for prioritized investment in next-generation fighter jets and underscores the historical importance of Seymour Johnson Air Force Base’s F-15E Strike Eagles in U.S. combat operations.

The announcement was made during a press conference held near the base in Goldsboro, drawing members of the local community and military supporters.

Securing the Future of a Critical Installation

The proposed legislation would require the U.S. Air Force to provide a detailed report outlining plans to replace legacy aircraft at Seymour Johnson Air Force Base on a one-for-one basis with advanced fourth-, fifth-, and next-generation fighter assets. This may include the cutting-edge Next Generation Air Dominance (NGAD) platform, sometimes referred to as the F-47.

“Seymour Johnson Air Force Base is an anchor of military strength and economic stability for eastern North Carolina,” said Rep. Don Davis, a U.S. Air Force Academy graduate and veteran. “By prioritizing critical upgrades and securing advanced aircraft for our active-duty, combat-coded squadrons, we’re safeguarding our nation’s readiness and investing in our region’s prosperity.”

Support from Congressional Delegation

Rep. Chuck Edwards, who visited the base in May, highlighted the importance of the F-15E fleet and its pilots.

“Just last month, I had the privilege of touring the base and seeing firsthand the extraordinary work being carried out by the brave men and women of the 335th Fighter Squadron,” Edwards said. “The capabilities of the F-15E Strike Eagle have been vital to maintaining U.S. air superiority around the world. With this legislation, we’re reaffirming our commitment to these warfighters and the mission they uphold.”

As North Carolina’s only member of the House Appropriations Committee, Edwards pledged continued advocacy for Air Force modernization efforts.

Strategic Investment in Combat-Ready Forces

The Frontline Fighter Force First Act places an emphasis on bases that host combat-coded squadrons with high deployment rates, such as Seymour Johnson. The bill directs the Air Force to prioritize recapitalization of frontline fighter fleets at active-duty installations that directly contribute to operational readiness and national defense.

Military and Economic Significance

The announcement drew attention not only to national security concerns but also to the economic impact of Seymour Johnson Air Force Base on the region. Home to thousands of active-duty personnel and civilian employees, the base plays a crucial role in Goldsboro’s economy and community identity.

Davis, who serves as Vice Ranking Member of the House Armed Services Committee and sits on the Subcommittees on Tactical Air and Land Forces and Readiness, emphasized that maintaining the strength of Seymour Johnson is a matter of both strategic necessity and local pride.
