Pelsan Tekstil Picks Goldsboro for First U.S. Plant, Sparking Major Economic Boost

Goldsboro, N.C. – In a major win for Eastern North Carolina’s economic development, Governor Josh Stein announced today that Pelsan Tekstil A.S., a global leader in breathable film technologies for the hygiene and medical industries, will open its first U.S. production facility in Goldsboro. The $82.6 million investment is expected to create 216 new jobs in Wayne County.

Founded in 2006 as a subsidiary of the Hassan Group—which has more than 80 years of experience in nonwoven and polymer film technologies—Pelsan has become a pioneer in manufacturing breathable polyethylene films. The Goldsboro facility will be a critical addition to the company’s global footprint, positioning it to better meet rising demand for its products across North America.

“This expansion is a major strategic milestone for us,” said Ali Sisman, CEO of Pelsan Tekstil. “This facility represents a significant new chapter in our company’s journey, enabling us to serve customers more efficiently while fostering innovation and collaboration in a region that aligns with our values.”

Governor Stein highlighted North Carolina’s skilled workforce and strategic East Coast location as key factors in the company’s decision. “North Carolina is pleased to welcome Pelsan as it opens its first facility in the United States. Our state’s strengths allow companies to produce and deliver high-quality products to a global market,” he said.

The project is expected to bring a meaningful boost to the local economy. Although individual wages will vary by position, the average salary for the new jobs will be $48,789—higher than the current Wayne County average of $46,211.

Support for the project includes a Job Development Investment Grant (JDIG) approved by the state’s Economic Investment Committee. The 12-year grant agreement could reimburse the company up to $2,065,000, contingent on meeting job creation and investment benchmarks. The project is projected to grow North Carolina’s economy by over $719.5 million during the grant period and is estimated to return $2.15 in state revenue for every dollar invested.

Local leaders expressed strong support for Pelsan’s arrival. “These new manufacturing jobs and the company’s significant capital investment will bring new job opportunities for our people and boost the local economy,” said Representative John Bell.

Senator Buck Newton echoed the enthusiasm, noting, “The new jobs and the investment into Goldsboro will bring economic growth and stability to Eastern NC. We welcome Pelsan to our community and look forward to supporting their long-term success.”

The project is the result of collaboration between multiple partners, including the North Carolina Department of Commerce, Economic Development Partnership of North Carolina, Wayne Community College, North Carolina Global TransPark Economic Development Region, Wayne County Development Alliance, and others.

Pelsan’s move into Goldsboro not only marks a significant expansion of its global operations but also signals North Carolina’s growing appeal as a hub for international manufacturing investment.
