GOLDSBORO, N.C. — The Goldsboro City Council is scheduled to consider the adoption of the Elevate Goldsboro Comprehensive Plan, a resolution declaring Goldsboro a Military Host City and several infrastructure-related items during its regular meeting Monday, Aug. 17.
The meeting will begin at 5:30 p.m. in the Council Chambers.
The meeting will open with an invocation from Archbishop Anthony Slater, Fire Chaplain, followed by the Pledge of Allegiance.
Several recognitions and presentations are scheduled, including mid-year presentations from the Commission on Community Relations and Development and the Mayor’s Committee for Persons with Disabilities. The council will also recognize the Supervisor of the Quarter and receive an introduction to Cici Nesbeth, Lead for NC Fellow.
A public comment period will be held before council members move into the consent agenda.
Items on the consent agenda include accepting an initial bid and authorizing the Finance Department to advertise for upset bids for the White Oak Road to Grasshopper acquisition and design; the proposed purchase of an ultraviolet light disinfection system using a procurement exception; the 2025 Edward Byrne Memorial Justice Assistance Grant; and a change order to the West Oak Pocket Park agreement.
The council will also consider a project-specific procurement threshold exception for the Bryan Multi Sports Complex Lighting Project and receive department monthly reports.
Several significant items are scheduled under old business.
Council members will consider a resolution approving Harris Street Bridge improvements along with an ordinance amending the Powell Bill Fund for Harris Street Bridge repairs.
The council is also scheduled to consider adopting and approving the city’s Water and Sewer System Capital Improvement Plan.
Other old business includes discussion of stormwater private ditch and SCM inspections and an FY26-27 operating budget amendment.
One of the major items before the council will be the proposed adoption of the Elevate Goldsboro Comprehensive Plan. The plan is listed for consideration under old business.
Under new business, the council will consider resolutions involving the Griffin and Robinson Cemetery Trusts.
Council members will also consider a resolution declaring the City of Goldsboro a Military Host City.
Additional new business includes a revision to the city’s Special Event and Street Closing Policy and a resolution designating The HUB as a city park.
