RALEIGH, NC — North Carolina Department of Health and Human Services is seeking public comment on a proposed waiver to the Low Income Home Energy Assistance Program that would increase the amount of funding available for energy efficiency and home repair assistance programs for low-income households.
The proposed waiver would raise the allowable funding allocation for the Weatherization Assistance Program and the Heating and Air Repair and Replacement Program from 15% to 25% for the current state fiscal year.
According to NCDHHS, the two programs work together to improve energy efficiency, lower utility costs, and create healthier living environments for low-income families across North Carolina.
The waiver will be available for public review from May 21-29 at all 100 county departments of social services, both in person and online through county websites, as well as on the NCDHHS Division of Social Services website.
A virtual public hearing on the proposal is scheduled for Monday, June 1, 2026, at 10:30 a.m. through a GoTo webinar platform. Participation is free, and residents may register online in advance. Individuals needing assistance with registration can contact ncfasttraining@dhhs.nc.gov.
Written comments on the proposed waiver will be accepted through 5 p.m. Tuesday, June 2. Comments may be submitted at any agency displaying the plan, emailed to Jasmyne Simmons, Energy Program Consultant, at Jasmyne.Simmons@dhhs.nc.gov, or mailed to the NCDHHS Division of Social Services in Raleigh.
