GOLDSBORO, N.C. — The Goldsboro City Council will meet Monday, Feb. 2, 2026, at 5:30 p.m. in Council Chambers to address a full agenda that includes zoning requests, ordinance discussions, economic development matters, and a Black History Month proclamation.
The meeting will open with an invocation by Father David Wyly, Police Chaplain, followed by the Pledge of Allegiance, roll call, and adoption of the agenda.
During recognitions and presentations, Council will proclaim February as Black History Month, honoring the history, culture, and contributions of African Americans to the community and the nation.
Several public hearings are scheduled, including a conditional zoning request for Tucker Trace on the south side of Tommy’s Road, between U.S. Highway 117 North and Deans Lane. Council will also hear a request for a special use permit for a special event center with ABC permits on North Center Street, as well as an application for an accessory dwelling at 100 Plantation Road.
Council members will also hold a public hearing on amending an economic development agreement with Alianza USA.
Following the public comment period, Council will consider items on the consent agenda, including approval of emergency water and sewer repairs, adoption of a business development plan and framework, and approval of minutes from the Jan. 5 and Jan. 20, 2026 City Council meetings.
Old business items include special use permit requests for a bar on U.S. Highway 117 North and a convenience store without fuel sales at 1515 East Ash Street.
Under new business, Council will discuss potential amendments to the City’s Code of Ordinances, including updates to Chapter 91 (Animals) and Chapter 95 (Noise). Council will also discuss establishing Article 6.8, an Engineering Design Manual, within the Unified Development Code.
