GOLDSBORO, N.C. — Goldsboro residents will have an opportunity to provide input on proposed changes to federal funding allocations and future community development projects during an upcoming public hearing.
The Goldsboro City Council will hold a public hearing on Monday, October 19, 2026, at 5:30 p.m. to receive comments on proposed amendments to several years of federal grant funding plans and the city’s Draft Fiscal Year 2026-2027 Annual Action Plan.
The hearing will focus on funding provided through two U.S. Department of Housing and Urban Development (HUD) programs: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME).
Both programs support community development initiatives, including affordable housing opportunities and improvements benefiting low- and moderate-income residents.
Proposed Changes to Previous Funding Plans
The city is proposing substantial amendments to its Annual Action Plans covering fiscal years 2019-2020 through 2025-2026.
According to city officials, the proposed changes are designed to address three key priorities:
- Funding Alignment: Correcting project funding allocations to accurately reflect how federal grant dollars were spent.
- Affordable Housing: Reallocating HOME program funding to support affordable housing projects within the community.
- Federal Compliance: Reallocating CDBG funding to help the city meet federal spending timeliness requirements.
These proposed amendments are intended to ensure that federal resources are properly accounted for and directed toward identified community needs.
Looking Ahead to Fiscal Year 2026-2027
In addition to reviewing previous funding plans, the City Council will consider the Draft FY2026-2027 Annual Action Plan.
The draft outlines proposed projects, the amount of federal funding allocated to each grant program, and how those investments would support the city’s long-term community development priorities.
The projects are designed to align with the goals established in Goldsboro’s broader Five-Year Consolidated Plan for FY2025-2030, which guides the use of federal housing and community development funding.
