WASHINGTON, DC — Congressman Don Davis, Vice Ranking Member of the House Armed Services Committee, has successfully advanced 29 provisions in the Fiscal Year 2027 National Defense Authorization Act (NDAA), legislation that includes several measures aimed at strengthening military readiness and supporting key defense installations in eastern North Carolina, including Seymour Johnson Air Force Base.
The House Armed Services Committee approved H.R. 8800 with a bipartisan vote of 44-12, marking the fourth consecutive year Davis has voted to advance the annual defense bill through committee.
Davis said the package delivers important investments for military installations, servicemembers, military families, and surrounding communities while addressing emerging national security threats.
“These essential investments will not only benefit eastern North Carolina’s economy, but also support our military families and safeguard the American people as threats continue to emerge from Iran and other adversaries around the globe,” Davis said. “By investing in our military installations, advancing cutting-edge technologies, and supporting American manufacturing, these provisions help ensure our servicemembers remain prepared for the challenges of tomorrow.”
Several provisions included in the legislation have direct implications for Seymour Johnson Air Force Base and the Air Force’s broader mission.
Among the measures is an expansion of artificial intelligence-enabled logistics and supply chain optimization programs. The legislation directs the Air Force to deploy AI-powered maintenance data tools to improve aircraft maintenance records and logistics operations. An additional $22 million is authorized for a pilot program using artificial intelligence to predict future aircraft maintenance challenges before they impact readiness.
The bill also continues efforts to enhance security at military installations. Building upon previous NDAA provisions, the legislation supports additional counter-drone technologies designed to protect American military bases from unauthorized unmanned aircraft systems.
Quality-of-life improvements for servicemembers and military families also feature prominently in the package. Provisions require reports on financial literacy and cost-of-living challenges facing military families, establish a pilot program providing separating servicemembers with secure mobile access to their health records, and explore new virtual reality-based suicide prevention training programs.
Other measures include funding for traumatic brain injury research, support for domestic battery and critical mineral production, protection of American textile manufacturing through strengthened Buy American requirements, and studies examining military working dog wellness.
While much of the attention in eastern North Carolina centers on Seymour Johnson Air Force Base, the legislation also supports operations at Marine Corps Air Station Cherry Point, including artificial intelligence initiatives aimed at improving readiness for the MV-22B Osprey fleet and sustainment efforts for the F-35 Lightning II program.
The NDAA now moves to the full U.S. House of Representatives for consideration. If approved by the House and Senate and signed into law, the provisions would help shape military policy and defense spending for fiscal year 2027.
