GOLDSBORO, N.C. – The City of Goldsboro has awarded a $1,075,461.53 contract to Barnhill Contracting Company for the FY25-26 Pavement Preservation Program, bringing a series of road resurfacing and repair projects to several high-priority streets across the city.
City officials said work is expected to begin within the next 30 to 60 days.
The project is part of the city’s ongoing effort to improve roadway conditions and extend the lifespan of Goldsboro’s street system through preventive maintenance and targeted repairs.
In 2024, civil engineering firm WithersRavenel completed a comprehensive pavement condition survey for the City of Goldsboro. The survey evaluated the condition of the city’s 163-mile street network and provided data used to prioritize road repair funding and maintenance needs.
Using the survey results, the city’s engineering department developed a Pavement Preservation Plan designed to guide long-term street maintenance through regular inspections and proactive repairs aimed at reducing future costs.
Officials noted that some streets originally planned for micro resurfacing were removed from the current contract because they did not meet the industry-standard minimum threshold of $250,000 required for separate micro resurfacing contracts. Removing those streets lowered the overall project budget by $175,000.
In addition, Barnhill Contracting Company submitted a bid that came in approximately $136,000 under budget. City leaders said the savings will be carried forward to support future street improvement projects.
The current phase of the project includes approximately 4,100 tons of asphalt resurfacing, 21,700 square yards of asphalt milling, and 2,700 pounds of pavement and joint sealing materials.
