GOLDSBORO, N.C. — The Goldsboro City Council will meet Monday, April 13, with a full agenda that includes championship recognitions, housing development discussions, park designations, and economic development matters.
The meeting is scheduled for 5:30 p.m. in the Council Chambers at City of Goldsboro.
Recognitions and Presentations
Council members will open the meeting by honoring the Goldsboro High School Lady Cougars for winning the 2026 NCHSAA 3A Girls Basketball State Championship.
Additional presentations include:
- Introduction of Michele Wiggins, CEO of the Goldsboro Housing Authority
- National Volunteer Appreciation Week Proclamation
- Introduction of new Building Code Manager John T. Brown
- Retirement resolutions for Don McMullen and John Heath
- Line Worker Appreciation Day Proclamation
Public Hearings
Several public hearings are scheduled, including:
- A proposed multi-family development known as New Hope Village on East New Hope Road
- Substantial amendments to multiple Annual Action Plans from 2018–2022
- A second amendment to an economic development agreement between the City of Goldsboro and Wayne County
Consent Agenda Highlights
Council members will also review items including:
- A proposed contiguous annexation petition for Stoney Creek
- Six-month FY26 financial update
- Proposal for PFAS studies through CDM Smith
- Adoption of the Neuse River Hazard Mitigation Plan
- An interlocal agreement with Wayne County for Union Station stabilization
New Business Items
New business includes:
- Juneteenth event sponsorship and street closure requests
- Preliminary approval for multifamily housing revenue bonds for the Borden Mill Lofts project
- Designation of the James & Pine Black Business District Memorial Parklet as a city park
- Designation of West Oak Pocket Park as a city park
- Property bid approvals for Poplar Street and Hill Drive Circle properties
- Authorization to file for an installment financing contract totaling approximately $3.8 million for capital outlay projects
Council will also receive an update on the Cuyler Best Waterline Looping Project during old business.
