GOLDSBORO, NC — The Wayne County Board of Commissioners will meet Tuesday, Feb. 17, with an agenda that includes economic development proposals, budget revisions, and several facility updates impacting county operations.
Special Presentations
Commissioners will begin with special presentations, including the receipt of a distribution check from the local ABC Board, presented by General Manager Darnay Barefoot.
Sheriff Larry Pierce and Machelle Bass are also scheduled to provide an update on the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP), outlining ongoing efforts to address substance use and related challenges in Wayne County.
Public Hearings on Job-Creation Incentives
At 9:30 a.m., the board will open two public hearings regarding proposed economic incentive agreements designed to spur job growth and private investment.
The first proposal involves Scout Limited, Inc.. Commissioners will consider an $8,450 grant, payable over three years, in exchange for the company’s commitment to invest $455,000 in capital improvements and create 13 new jobs in Wayne County. The board could vote on the agreement following public comment.
The second hearing centers on Goshen Engineering. Under the proposed agreement, the county would provide a $45,000 incentive grant over three years, contingent upon the company investing $3,912,601 in improvements and creating 25 jobs locally. Action may be taken after the hearing concludes.
Budget and Consent Agenda Items
Under unfinished business, commissioners will consider adopting the Revised Budget Ordinance for Fiscal Year 2025–2026.
The consent agenda features several operational and administrative items, including budget amendments and approval of Resolution #2026-3, which would adopt the Fifty-Third Amendment to the county’s Position Classification and Pay Plan.
Other items up for consideration include:

Approval of the Statement of Purpose and Rules of Procedures for the Wayne County Facilities Committee.

A utility agreement between the Town of Seven Springs and Wayne County.

Relocation of the Day Reporting Center to 426 W. Pine Street in Goldsboro (the former School Street School site).

Installation of signage on the North William Street side of the Carey Winders Detention Center.

Moving Guardian Ad Litem offices to the second floor of the courthouse and creating dedicated attorney-client meeting space on the third floor.
Additionally, commissioners will consider setting a public hearing for March 17, 2026, at 9:15 a.m. in the Commissioners’ Meeting Room of the Wayne County Courthouse Annex, 224 E. Walnut Street. The hearing would gather public input on a proposed Economic Development Agreement between Wayne County and the Wayne County Development Alliance, Inc. to construct a 50,000-square-foot shell building on Lot 6 in the ParkEast Industrial Park.
