Goldsboro, N.C. — The City of Goldsboro has hired Kellianne Williams as its new assistant city manager, with her first day in the role beginning Dec. 10, 2025.
Williams joins City Manager Matthew Livingston and Deputy City Manager Kelly Arnold as part of the City’s executive leadership team. While Livingston provides overall direction for city operations and Arnold oversees operational departments including Public Works, Public Utilities, Engineering, Information Technology and Public Communications, Williams will focus on the Community Services management division.
Her responsibilities will include oversight of Development Services, Parks and Recreation, Paramount, Downtown Development, and Travel and Tourism.
“We welcome Kellianne on board to the City of Goldsboro and are delighted to have her as an integral part of our Management Team,” Livingston said. “Her experience, expertise and skills will serve the city well and assist us greatly now as we plan our future and further define our goals and initiatives.”
Williams brings a strong background in local government, most recently serving as assistant town manager in Zebulon. She also held the role of assistant to the city manager for strategic initiatives in Rocky Mount, along with previous positions as business development manager for the City of Wilson and community development manager for Rocky Mount.
She earned a bachelor’s degree in political science from High Point University and a Master of Public Administration from East Carolina University.
