State Takes Over Child Welfare Services in Bertie County Following Child Death Investigation

RALEIGH, N.C. — The North Carolina Department of Health and Human Services has temporarily assumed leadership of child welfare services at the Bertie County Department of Social Services, effective Friday, marking an unprecedented second state takeover of the same county’s social services department.

Historic Intervention in County Operations

This action represents the fifth time NCDHHS has taken over a county’s department of social services and the first instance in which a county DSS has been subject to state intervention twice. The temporary takeover is authorized under state law N.C.G.S. § 108A-74.

“We take very seriously our responsibility to ensure the safety and well-being of every child in North Carolina,” said NC Health and Human Services Secretary Dev Sangvai. “By taking this urgent action, we will work collaboratively with Bertie County leadership to strengthen the county’s practice, delivery and administration of child welfare services.”

Investigation Follows Child Fatality

The state intervention stems from an NCDHHS review initiated in December 2024 following the death of a child who had previously been involved with Bertie County Department of Social Services. The investigation revealed concerns about the county’s capacity to deliver child welfare services in compliance with applicable laws, rules, and policies.

According to state officials, information gathered during communications with BCDSS leadership and staff heightened the Department’s concerns about service delivery standards.

County Leadership Expresses Support

Bertie County leadership has been informed of and supports the temporary state intervention. “We care greatly for the safety of children and families in Bertie and across the state,” said Corey Ballance Sr., Chair of the Board of Bertie County Commissioners. “We are grateful for this work.”

Implementation and Next Steps

During the interim period, NCDHHS staff will be stationed on-site at the Bertie County Department of Social Services. State personnel will work closely with county staff to manage and stabilize child welfare services while developing a comprehensive plan to bring operations into full compliance with all applicable laws and established practices.

The temporary takeover aims to ensure continuous protection for vulnerable children while addressing systemic issues identified during the state review process.
